Chester FC have lodged plans to build a new disabled viewing platform and improved main entrance at its Deva Stadium home. A planning application has been submitted to Flintshire County Council to construct an extension to the rear of the East Stand to create the new accessible viewing gallery.
The proposed development will cost the club more than £300,000, which will be covered by a grant from the Premier League Stadium Fund and fundraising efforts. It will create “an identifiable primary entrance area on approach to the existing stadium buildings” with a lobby providing “improved access” to the existing facilities on the ground floor.
A new passenger lift in the entrance lobby will provide access for all disability groups to the upper floor levels, with the lower landing linking through to the current hospitality facilities. The new accessible viewing gallery, accessed by the lift, will be positioned at the top of the existing stand.
The planning application states: “The key driver behind the proposed development is the creation of a fully inclusive environment within the East Stand, through the formation of a new visitor’s entrance, the installation of a passenger lift and the provision of an accessible viewing platform for spectators. Chester Football Club is committed to ensuring that the stadium and its facilities are accessible to all user groups and have undertaken a comprehensive consultation exercise to secure views from their fan base.”
Chester FC said in a statement: “Plans have now been submitted for the proposed Disabled Viewing Platform at the Deva Stadium. This significant project will provide crucial access for disabled supporters, to enable them to have a sheltered view of matches and also provide inclusivity to the first floor of the stadium for hospitality and events.
“Chester FC would like to say a huge thank you to Euan Kellie Property Solutions; with Euan – who is a huge Chester supporter and commercial partner of the club – providing significant planning advice and completing the submission to Flintshire Council for approval. The Blues have also relied on generous assistance from Dave Gilkes of DK Architects, Gavin Floyd of Dee Surveys and Darren Burling who have all aided this project at no cost to the club.
“Everton Football Club also engaged with the club and provided a viewing of their facilities at Goodison Park. Securing outline planning permission, which is valid for five years, is a key milestone for this project, which is expected to cost in excess of £300,000.
“The club will be applying for a grant from Premier League Stadium Fund for up to 70 per cent of the costs, however the remainder will need to be achieved through fundraising. “The Blacon Seals have made a fantastic start to this by raising more than £13,500 with their Boxing Day walk to Marine AFC. Plus, the introduction of the ‘100 Club’ which has seen local businesses make an important contribution.”
It is hoped a decision on the application could be reached by early April.
